New rules apply to the 2024 Certificate of Rent Paid (CRP) filing for this year. The State of Minnesota Department of Revenue now requires owners of rental property and their managing agents to file the CRP online and provide service to the renters by using the e-Services system. The renter’s email address must be included to complete the process.
Begin by setting up an e-Services account, and either enter data manually, or if several renters are to be entered you can import the file and create CRPs for several addresses.

If you own or manage a rental property and rent living space to someone, you must provide a CRP to each renter if either of these apply:
- Property tax was payable on the property.
- The property is tax-exempt, but you made payments in lieu of property taxes.
So, beginning with the 2024 CRP form, you will not be able to use a paper form or third-party software to create CRP forms. You must do them electronically through e-Services.
You can subscribe to updates, read directions, access their training recording, and enter e-Services to begin your work. Remember, your CRPs are due by January 31, 2025. So, get started and get that paperwork out to your happy residents.
In addition, Revenue has informed us that an owner of rental housing is required to post a copy of the notice of proposed property ta increases/decreases at the property, or, mail or hand deliver the same. This appears to be a new rule with the 2024 notice.
Short-term rentals such as a hotel, motel or short-term housing rental may also require a CRP. If the period is for 30 consecutive days or more, as primary residence.
